§ 1-9.01. Subpoenas.

The City Council, or any Hearing Officer appointed in accordance with any City rule or regulation, may issue subpoenas and subpoenas duces tecum for any pending action or proceeding. Issuance of such subpoenas by Hearing Officers shall be approved by the City Manager prior to issuance. City Council subpoenas shall be issued in accordance with Government Code Section 37164 et seq. Such subpoenas extend to all parts of the State and may be served by any person authorized to serve process in courts of record or by any person designated for that purpose by the issuing authority. The refusal of a person to attend or testify or produce the documents subpoenaed shall be subject to the procedures contained in Government Code Sections 37106 through 37109.
