§ 2-1.113. Resolutions.

  • (a)

    When a resolution has been prepared prior to a Council meeting and is available for presentation, the following procedure shall be used:

    (1)

    A motion shall be made to adopt the resolution by reading the title only, if there is no objection.

    (2)

    If there is no objection, the motion shall be seconded.

    (3)

    There may be discussion of the motion.

    (4)

    There shall be a voice vote.

    (5)

    The result shall be declared.

    Any member of the Council may call for a roll call vote or demand that the resolution be read in full.

    (b)

    When a resolution has not been prepared prior to a Council meeting, the following procedure shall be used:

    (1)

    A motion shall be made to adopt the resolution by reading the title only, if there is no objection.

    (2)

    If there is no objection, the motion shall be seconded.

    (3)

    If adopted, the City Attorney shall prepare such resolution for presentation to the Council.

    (c)

    The procedure set forth in subsection (b) of this section may be waived in rush matters, and the resolution may be presented verbally in motion form, together with instructions for the written preparation thereof for later execution. In such event, the voting procedure set forth in subsection (a) of this section shall be used after the resolution has been verbally stated. This shortcut procedure should be avoided, except when it is absolutely necessary. The shortcut procedure should be avoided entirely when resolutions are required by law or for improvement acts, zoning matters, and force account work on public projects.

    (d)

    Resolutions shall be effective upon their adoption.
