The General Services Director shall adjust the fees for the construction of new dwelling
units, as set forth in Chapters 1 and 2 of this title, on an annual calendar year
basis in accordance with the increase or decrease in the cost of living. All such
adjustments shall be based on the Consumer Price Index, All Urban Consumers, Los Angeles,
Long Beach Standard Metropolitan Statistical Area. The fees relative to the said Consumer
Price Index on September 1, 1978, shall be used as the base. All such adjustments
shall be rounded to the nearest One and no/100ths ($1.00) Dollar.
