The Council hereby declares that the fees required to be paid after June 30, 1985,
pursuant to the provisions of this chapter are to be utilized solely to provide funds
for necessary street and road maintenance and police protection associated with the
increase in the development of dwelling units within the City with the attendant increase
in the population of the City. Such fees shall be subject to an annual review by the
Council and shall be in an amount established by this chapter or by resolution.
