§ 4-8.12. Owners' licenses: Requirements.
(a)
Motor Vehicle Transportation Licenses. Every applicant for an owner's license shall show that he holds a valid Motor Vehicle Transportation License issued by the Board of Equalization of the State.
(b)
Fingerprints. Every applicant for an owner's license shall be fingerprinted by the Chief of Police, and the fingerprints shall be attached to the application and to the owner's license.
(c)
Insurance. Each applicant for an owner's license shall show that he holds in full force and effect a policy of insurance meeting the requirements set forth in Section 4-8.13 of this chapter and give the name of his insurance carrier and the amounts of coverage.
(d)
Certificates of inspection. Each applicant for an owner's license shall present with his application, for each vehicle applied for, a certificate of inspection, from a reputable garage or service station, stating that the vehicle's brakes and lights are in safe condition and good working order.
