§ 4-8.16. Taxicabs: Services.

Taxicab service shall be available at all times by a telephone call or by the engagement of the taxicab while not in use when properly hailed from the street or curb. It shall be unlawful for the owner or operator of a taxicab to refuse or neglect to transport any orderly person upon request anywhere in the City when a taxicab of such owner is not in use, and such service shall be rendered immediately upon request.
