No person, whether or not a resident of the City, or whether or not the person maintains
or is employed at an established place of business, shall engage in the City in the
business of peddler, hawker, transient or itinerant merchant, solicitor, drummer,
or canvasser without first obtaining a permit therefor, with the exception of charitable,
religious, and nonprofit organizations as set forth in Section 5-12.03 of this chapter.
