Any person who, in any matter within the jurisdiction of any department or agency of the City, knowingly falsifies, conceals, or covers up by any trick, scheme, or device any fact or who makes any false, fictitious, or fraudulent statement or entry shall be guilty of a misdemeanor.

The provisions of this section shall not apply to any reports provided for in Section 148.5 of the Penal Code of the State.
