The purpose of this chapter is to prescribe regulations as mandated by the Federal
Water Pollution Control Act (Clean Water Act), 33 U.S.C. Section 1251 et seq., and the California Water Code, Division 7, to effectively
prohibit Non-stormwater discharges into the Storm Drain System, flood control channels
and debris and detention basins, and to reduce the Discharge of Pollutants in Stormwater
from all Controllable Sources to the Maximum Extent Practicable. The intent of this
chapter is to ensure the health, safety, and general welfare of citizens, and protect
and enhance water quality by controlling the contribution of urban Pollutants to runoff
that enter the Storm Drain System of the City.
