§ 6-3.24. Commercial discard collection: Prohibition against assignment without consent.

No person shall assign or transfer any agreement made or license issued pursuant to
this chapter to any other person without the express approval of the Council. Any
assignment without obtaining the prior approval of the Council shall terminate all
rights of such person, subject to an appeal to the Council. In the event of an appeal
by any person alleged to have assigned any rights under his license without the permission
of the Council, the Council shall hold a noticed public hearing for the purpose of
allowing the appellant to show cause why the Council should not sustain the termination
of rights. After the conduct of the hearing, the Council may revoke, suspend, amend,
or condition the continuance of such license.
