Each permit required by the provisions of this chapter shall specify the time the
permit shall become null and void, and the permit shall become null and void on the
date so specified unless the Director of Public Works extends such time. The Director
of Public Works may extend the time if, in his opinion, the work for which the permit
was issued was delayed in completion because of inclement weather, strikes, an act
of God, or other causes not within the control of the permittee.
