Blanket permits, in lieu of the individual permits required by the provisions of this
chapter, renewable annually, may be issued to the County, any municipal utility district,
municipal water district, public utility, or metropolitan water district, subject
to compliance with all the applicable provisions of this chapter. The Director of
Public Works may revoke any blanket permit if the permittee fails to comply with any
of the provisions of this chapter. The issuance of a blanket permit shall not relieve
the permittee from making such reports of activity under the blanket permit as may
be required by the Director of Public Works and for paying for inspections, repairs,
and other costs incurred by the Director of Public Works due to the activity of the
permittee. Blanket excavation permits shall be limited to utility trenches not exceeding
two (2') feet in width and sixty (60') feet in length, dug at a right angle to the
center line of the street, or an excavation not exceeding thirty (30) square feet
in area. No street may be closed when using the maximum length option. Two (2) way
traffic shall be maintained at all times.
