If, in the judgment of the Director of Public Works, it appears desirable to maintain
an inspector to determine whether work is being done in compliance with the permit
granted pursuant to the provisions of this chapter, the Director of Public Works shall
assign an inspector, and the permittee shall pay the City in accordance with the schedule
of fees adopted by the Council. The provisions of this section shall be applicable
to all permittees, including districts and other political subdivisions.
