No hedge, shrub, or other planting, fence, or other structure shall be planted, erected,
or maintained in a right-of-way without a permit, upon any sidewalk or shoulder, or
in such a manner which impedes, obstructs, denies, or impairs the sight distance for
safe pedestrian or vehicular traffic or which is not in accordance with the applicable
provisions of Chapter 3 of this title.
