The permittee shall maintain hedges, shrubs, other plantings, fences, and similar
structures in a neat and orderly condition and in compliance with the applicable provisions
of Chapter 3 of this title. If the encroachment is not so maintained, the Street Superintendent
may direct the permittee to remove the encroachment and restore the right-of-way to
its former condition at the expense of the permittee.
