The City is situated among a series of major and minor hills. These hills constitute
a significant natural topographical feature of the community because they are visible
to all persons traveling the major highway arteries as well as to citizens residing
in and around the City. The purposes of the performance standards set forth in this
Article, therefore, are to implement those provisions of the General Plan as they
relate to the preservation of hillside areas, the promotion of single-family, detached
housing in hillside areas, the maintenance of open space, the retention of scenic
and recreational resources of the City, and to further enhance the public health,
safety, or welfare by regulating development in hillside areas.
