In the event that any part of this Chapter is held to be invalid or inapplicable to
any sign or signs, it is intended that the invalid part or parts be severed from the
remaining provisions in order to continue in force and effect as many provisions of
this Chapter as possible. It is specifically intended that severance occur, if necessary,
that will allow the application of restrictions on the height, size, type, number,
and location of signs. The Council hereby declares that it would have passed this
Chapter and adopted this Chapter and each section, sentence, clause, or phrase thereof,
irrespective of the fact that one or more sections, subsections, sentences, clauses,
or phrases be declared invalid or unconstitutional.
