This Section establishes reasonable and uniform limitations, safeguards and controls
for oil and gas exploration and production facilities and operations within the City
that will allow for the reasonable use of an important resource. These regulations
also ensure that oil and gas exploration and production facilities and operations
will not be detrimental to the health, safety, comfort, convenience, and general welfare
of the neighborhood, and will not be incompatible with the surrounding area.
