This Chapter expands upon the requirements of Article 2 by addressing additional details
of site planning, project design, and the operation of land uses, to ensure that proposed
development produces an environment of stable and desirable character, is compatible
with existing and future development in the vicinity, and protects the use and enjoyment
of neighboring properties, consistent with the General Plan and any applicable specific
plan.
