The requirements of this Chapter shall apply to all proposed development and new land
uses, except as specified in Chapter 9-72 (Nonconforming Uses, Structures, and Parcels), and shall be considered in combination
with the standards for the applicable zoning district in Article 2 (Zoning Districts,
Allowable Land Uses, and Zone-Specific Standards), and those in Article 4 (Standards
for Specific Land Uses). If there is a conflict, the standards in Article 4 shall
control.
